Ilfov County is located in the southern part of Romania, in the Romanian plain surrounding the capital city of Bucharest, and covers an area of 1 583 km² and a population of 283 409 inhabitants (with a little less than half being an urban population). Ilfov includes 8 towns and 32 communes (101 villages).

The "Serviciul Public de Cooperare Interna si Internationala al judetului Ilfov" (S.P.C.I.I. ILFOV) is a Cooperation Department of the Ilfov County Council, and was set up to meet public interests. The Ilfov County Council coordinates and supervises the S.P.C.I.I. ILFOV and delegates to it the responsibilities related to initiation and management of European projects in which it takes part. S.P.C.I.I. ILFOV is involved in waste management through the "Waste Management County Plan" (WMCP), on behalf of the Ilfov County Council. This plan is an Ilfov County strategy related to the actions undertaken in the field of domestic / industrial solid wastes. S.P.C.I.I. ILFOV, on behalf of the Ilfov County Council, also developed an "Opportunity Study" to create a county body in order to act as a monitoring authority in the field of solid waste.

Ilfov County brings to the Pre-waste partners its experience, at the same time providing them with another specific context (Romanian).It will be involved, in particular, in communication activities (publication of press releases, organisation of a local/national event on waste prevention and a press conference, as well as support to the communication manager for communication tasks, like the website and the newsletter), the identification of good practices and indicators, implementation of certain good practices on its territory and the drafting of feasibility studies, the participation in a shared methodology to help local authorities implement effective waste prevention strategy, as well as the participation in the web tool for monitoring waste prevention policies effectiveness, based on indicators.
